Sarvodaya Appeal to Support the Islandwide Care Homes

Let’s extend our compassion to thousands of children, youth, women and elders living in homes/institutional care around the country.

On the request of the Government of Sri Lanka, the “Civil Society Collective for COVID-19 Response” with the facilitation of Sarvodaya, is providing support to fulfill gaps in food, hygiene and medical needs of over 800 government and private Children’s Homes, Elders’ Homes, Probation Homes, Rehabilitation Homes, Centers for People Living with Disability and Women’s Shelters. Protection. Most of these homes have relied on “Dana” (meritorious giving by public) and due to prevailing curfew situation most homes are faced with serious hardships.

While recognizing civil society’s broader responsibility to ensure that the rights of every citizen are equally respected, and that democratic values are upheld at all times, throughout the COVID–19 response process, this particular initiative was initiated with a very specific and time bound humanitarian mandate. At each district, provincial and national level, CSO representatives will work in close coordination with their respective government officials. This coordination will be necessary to identify overall needs, assistance already provided by the government, and to assess the gaps remaining to be filled. The current mandate of the CSO Collective is to ensure the health, food security and nutrition of these vulnerable groups living throughout the island.

District CSO representatives coordinate with the District Secretary and other government officials, as well as other CSOs in the district, when responding to, and addressing any emergency health, food and nutrition related needs of individuals in these locations.

Through a decentralized mechanism at district level, we are providing dry rations, hygiene items and medical needs in each home/center. We are providing standard food and hygiene packs (for 20 persons) adequate for 2 weeks based on the recommended caloric requirement for each category of residents of each home. Each food pack consists of – Rice, Wheat flour, Canned Fish, Dhal, Cowpea/chickpea, Soya meat, fortified vegetable oil, Tea, Sugar, Salt, B. Onions, Potato, Garlic, Coriander, Chili powder and curry powder. A value of a pack for Adults/Elders is Rs.21,000/- and for Children is Rs.14,000/-. In addition, any special food item or medicines required by individual residents will also be provided.

All emergency responses are being undertaken with minimum risk, prioritizing protection measures, to ensure the safety of the responder, as well as those requiring assistance. Further, all interventions will take on a holistic and rights-based approach, with the support of national level coordinators, networks and institutions.

ශ්‍රී ලංකා රජයේ ඉල්ලීම පරිදි “COVID-19 ප්‍රතිචාර සඳහා සිවිල් සමාජ සාමූහිකය” සර්වෝදය ව්‍යාපාරයේ මැදිහත්වීම ඇතිව රජයේ හා පෞද්ගලික ළමා නිවාස, වැඩිහිටි නිවාස, පරිවාස නිවාස, පුනරුත්ථාපන මධ්‍යස්ථාන, ආබාධිත පුද්ගලයින් සඳහා වන මධ්‍යස්ථාන සහ කාන්තා ආරක්‍ෂණ නිවාස ඇතුළුව මධ්‍යස්ථාන 800 කට අධික ප්‍රමාණයක ආහාර, සනීපාරක්ෂාව සහ වෛද්‍ය අවශ්‍යතා අඩුපාඩු සපුරා ගැනීමට සහාය ලබා දෙයි. මෙම නිවාස බොහොමයක් පවත්වාගෙන යනු ලබන්නේ මහජනයා විසින් ලබාදෙන ‘දාන’ මගින් වන අතර පවතින ඇඳිරි නීතිය හේතුවෙන් බොහෝ නිවාස බරපතල දුෂ්කරතාවන්ට මුහුණ දී සිටී.

COVID-19 ප්‍රතිචාර දැක්වීමේ ක්‍රියාවලිය පුරාම සෑම පුරවැසියෙකුගේම අයිතිවාසිකම් එක හා සමානව සැලකීමත්, ප්‍රජාතන්ත්‍රවාදී වටිනාකම් සෑම විටම තහවුරු කිරීමත් සිවිල් සමාජයේ පුළුල් වගකීම බව අවබෝධ කර ගනිමින්, මෙම ක්‍රමවේදයට මුලපුරනු ලැබුවේ ඉතා නිශ්චිත හා කාලානුරූපී මානුෂීය වගකීමක් පෙරදැරිවය. සෑම දිස්ත්‍රික්කයකම, පළාත් සහ ජාතික මට්ටමින් ක්‍රියාකාරී සිවිල් සමාජ නියෝගතයන්, අදාල රජයේ නිලධාරීන් සමඟ සමීප සම්බන්ධීකරණයකින් යුතුව ක්‍රියාත්මක වෙමින් සියලු ප්‍රජා අවශ්‍යතාවයන් හඳුනා ගැනීම සහ ඒ අතරින් රජය විසින් දැනටමත් විවිධ ක්‍රමවේදයන් යටතේ තහවුරු කරන ලද අවශ්‍යතා සහ තවදුරටත් මැදිහත් විය යුතු අවශ්‍යතා හඳුනාගැනීමටත් කටයුතු කරනු ඇත. සිවිල් සමාජ නියෝගත සමූහයේ වගතමාන වගකීම වනුයේ දිවයින පුරා වෙසෙන මෙම අවදානමට ලක්විය හැකි කණ්ඩායම්වල සෞඛ්‍ය, ආහාර සුරක්ෂිතතාව සහ පෝෂණය සහතික කිරීමයි.

මෙම ස්ථානවල සිටින පුද්ගලයින්ගේ හදිසි සෞඛ්‍ය, ආහාර සහ පෝෂණය සම්බන්ධ අවශ්‍යතා සඳහා ප්‍රතිචාර දැක්වීමේ දී සහ ආමන්ත්‍රණය කිරීමේ දී දිස්ත්‍රික් සිවිල් සමාජ ආයතන නියෝගතයින් දිස්ත්‍රික් ලේකම් සහ අනෙකුත් රජයේ නිලධාරීන් මෙන්ම දිස්ත්‍රික්කයේ අනෙකුත් සිවිල් සමාජ ආයතන සමඟ සම්බන්ධීකරණය කරනු ඇත. දිස්ත්‍රික් මට්ටමින් විමධ්‍යගත යාන්ත්‍රණයක් මඟින් අප විසින් සෑම නිවාසයකටම / මධ්‍යස්ථානයකටම වියළි ආහාර, සනීපාරක්ෂක අයිතම සහ වෛද්‍ය අවශ්‍යතා සපයනු ඇත. සෑම නිවාසකම පදිංචිකරුවන්ගේ එක් එක් කාණ්ඩය සඳහා නිගදේශිත කැලරි අවශ්‍යතාවය මත පදනම්ව සති 2 ක් සඳහා ප්‍රමාණවත් ආහාර හා සනීපාරක්ෂක ඇසුරුම් (පුද්ගලයින් 20 දෙනෙකු සඳහා) ලබා දෙන්නෙමු.

සෑම ආහාර පැකට්ටුවකම සහල්, තිරිඟු පිටි, ටින් මාළු, පරිප්පු, කව්පි / කඩල, සෝයාමීට්, එළවළු තෙල්, තේ කොළ, සීනි, ලුණු, බී. ලූණු, අගතාපල්, සුදුලූණු, කොත්තමල්ලි, මිරිස්කුඩු සහ තුනපහ කුඩු අඩංගු වේ. වැඩිහිටියන් / වැඩිමහල්ලන් සඳහා වන ඇසුරුමක වටිනාකම රුපියල් 21,000/- ක් වන අතර ළමුන් සඳහා රු. 14,000/- කි.
මීට අමතරව, එක් එක් පදිංචිකරුවන් සඳහා ඔවුන්ගේ ඉල්ලීම පරිදි අවශ්‍ය ඕනෑම විශේෂ ආහාර ද්‍රව්‍යය හෝ ඖෂධ ලබාදීමට කටයුතු කරනු ඇත.

උක්ක සියලු සේවාවන් ඉටු කිරීමේ දී ප්‍රතිචාරකයාගේ මෙන්ම අවශ්‍යතා සහිත අයවලුන්ගේ ආරක්‍ෂාව සහතික කිරීම සඳහා ආරක්‍ෂණ පියවරයන්ට ප්‍රමුඛතාවය ලබාදෙමින් හදිසි ප්‍රතිචාර සෑම විටම අවධානම අවම කරගනිමින් කරනු ඇත. තවද, සියලු මැදිහත්වීම් ජාතික මට්ටමේ සම්බන්ධීකාරකවරුන්, ජාල සහ ආයතනවල සහාය ඇතිව පූගණ හා අයිතිවාසිකම් පදනම් කරගත් ප්‍රවේශයක් ගනු ඇත.

සැපයුම් සීමාවන් හේතුවෙන්, අප විසින් භාණ්ඩ පරිත්‍යාග භාර නොගන්නා අතර මූල්‍ය ආධාර පමනක් ලබා ගන්නා බව කරුණාවෙන් දැනුම් දෙමු.
